How do you have access to forum admin's account?

I'm involved in a forum and there are a few people who really needs to be banned but no moderators or administrators are doing anything. Mainly because they're not online so the forum's out of control! So what if I needed to have access to the administrator's account in order to ban those people myself? How do I do that? I know I'm not administrator but somebody's gotta do it!
