Hoover believed that anyone could make it in the world if they worked for it (rugged individualism). So he believed in laissez faire economics that the government should not interfere with the economy. With time after the crash he believed that the economy would heal itself without intervention. He did not want the American people to be too reliant on the government to solve all of their problems.
