What is the average stray cat's threshold before being cold (in degrees)?

I live in Queens, NY and tonight is a particularly cold night and it is also raining/slushing outside. I looked out my window and noticed that there is a stray cat sitting alone in the alleyway between buildings. The spot he's sitting in is dry and protected from the rain/slush, but otherwise it is an open space and the cat's just sitting there to avoid being wet. But I wonder if he/she is still cold? It's about 35 degrees (fahrenheit) outside. I kind of feel bad because here is my own cat in my warm apartment snuggling on my sofa while right outside the window there is a stray cat in the cold weather sitting all alone by him/herself with the nasty weather in a concrete alleyway.
